The flamethrower is used in China as an alternative to water cannons for crowd control.

As for shooting on a Segway, accuracy is not as important as rapid firing in crowd control. The action called for in a crowd control situation is wide spread and saturated firing to ensure maximum firing rate in as wide an area as possible. An rapid firing assault rifle (not known for their accuracy) on a Segway is a great way to deliver the fire power required very fast, very effective.

I've ridden a Segway briefly, & they are not difficult to handle. It's designed & built for easy balance and control. I'm sure a group of trained soldiers will have no trouble using them as shown in the photo. Shooting accurately from a moving Segway would be more of a challenge than most Segway users experience. Perhaps there is a special military version with software and mechanics that minimize effects of recoil.
